LR Electronic Communications Directorate (ECD) is an institution that manages radio waves and radio communications across Latvia. It’s a customer-oriented organisation rendering high-quality services to state-of-the-art standards. Its competences encompass providing quality management of limited resources (radio frequency spectrum and numbering), creating preconditions for the development of the electronic communications market, synchronising the interests of the government, the community and individual customers while keeping in mind every customer’s legitimate wishes.

Staris’ task was to develop a modern, dynamic and progressive corporate identity. The corporate design was based on the idea of how to make the invisible visible and how to make the ambiguous clear; how to be the leader in your field through your ability to see further and wider by being ahead of your time.

The structure of the ESD’s graphic design is made up of a stylised Latvian radio communication coverage map, a radio-wave map combining several levels. It shows the unique and simultaneously different characteristics of radio communications and radio waves. While some observers may see only chaos in the design, an expert is able to perceive it more broadly and deeply and, deciphering it, see its underlying order and system.
